In 2008 – 2014 on the Lower Silesian District Board initiative, because of the – relatively high as for Polish conditions – infant mortality rate, a program of improvement perinatological care for hospitals were imlemented. These institutions, which took an effort of leading the program, received a great help from the budget of the district. Obstetric and neonatal departments were accessorized with the missing medical equipment. Standards of services related with childbirth were improved. Women can prepare for the birth in antenatal classes, use of family births, anesthesia of labor pain, as well as give birth in much better conditions.
In March 2013, the Ministry of Health announced an open competition under the Programme PL 07 ” Poprawa i lepsze dostosowanie ochrony zdrowia do trendów demograficzno – epidemiologicznych ” co-financed by the EEA Financial Mechanism 2009-2014 and the Norwegian Financial Mechanism 2009-2014. There was a chance to continue a raising of care standard in neonatal and obstetric hospitals of Lower Silesia District in a much wider range.
